I have the honour to address you on the subject
of the regulation in this Colony of veterinary surgeons.
2. I have been approached by the Hong Kong
Veterinary Association, which has seven members, with a
request for the introduction of legislation making it an
offence for any person who is not on the register of the
Royal College of Veterinary Surgeons to use any title or
description indicating that he is a fellow or member of
that College or that he is a veterinary surgeon or is
specially qualified to practise veterinary surgery.
3. The introduction of this legislation is
requested on the grounds that there are at present in
this Colony unqualified persons advertising themselves
as veterinary surgeons and imposing on the public who are
misled by their advertisements.
4. Before considering this question further I
should be glad to be informed whether you would be
prepared to recommend a bill on these lines for exemption
from disallowance and, if the answer is in the affirmative,
I should be grateful for copies of any similar legislation
